Christopher Hume of the Toronto Star has an idea for Toronto's old Hearn Generating Station: Turn it into an art gallery on the scale of London's Tate Modern. And, while we're doing that, why not impliment some of the compelling urban design schemes that have been proposed for this underachieving part of the long-neglected waterfront.
